Description

Gets the number of passengers, NOT including the driver. Use IS_VEHICLE_SEAT_FREE(Vehicle, -1) to also check for the driver

Returns true only if passenger count is 0 AND driver seat (-1) is free. GetVehicleNumberOfPassengers does not count the driver, so both checks are needed.
